Very rare, totally cute! It's a parafoil type kite.

They dance around a lot as they catch the wind. Very nice to watch.
Often seen at kite shows in the midwest, the 200 foot dragon kite. This thing is really really BIG!
This kite was on the cover of the "In to the Wind" catalog about five years ago. It was nice to finally see in person.
